Former Head of NYC Gay Cop Group Convicted of Sex with 12-Year-Old

A gay cop reportedly subjected an orphaned twelve-year-old boy to sexual abuse, a court heard.

In a March 24 article from The Journal News that was carried by lohud.com it was reported that Jamie Katz, former leader of the Gay Officers Action League (GOAL), a professional group dedicated "to chang[ing] homophobic attitudes in the workplace and in the community at large," had subjected the boy to sexual abuse for "years."

Katz, a former sergeant with the NYPD, reportedly took the boy with him from New York City to Nanuet, where Katz's mother resided, on many occasions and had sex with him there.

The article said that, according to the victim's brother, the boy's father had died some time earlier, and his mother had also died only two weeks prior to the start of the abuse.

The victim also testified via a written statement read aloud by his elder brother. Now 18, the young man testified that he had attempted to kill himself as a result of the abuse he endured.

In his own testimony, the victim's brother said that Katz allowed the boy to handle his service revolver and gave him alcoholic beverages as inducements to allow Katz to subject him to sexual abuse.

The victim's statement addressed Katz directly, saying, "You are a crooked cop and a crooked person.

"I don't believe you are truly sorry," the statement continued. "You are only sorry you got caught.

"You are pathetic."

Added the victim's testimony, "Jaime, I don't understand why this happened.

"But because of everything I've been through, I'm so much stronger."

The testimony was heard as Katz's trial entered the sentencing stage. Katz had entered a guilty plea to the charge of first-degree attempted sodomy in January of this year, the article said, admitting to attempted oral sex involving the boy in a 2003 incident at the Nanuet home.

The article reported that Katz had pleaded guilty to additional charges in a Manhattan state Supreme Court, including second degree sodomy and child endangerment.

The article said that Katz would serve five years in state prison and then be supervised for a decade following his release; he also has been ordered to stay away from the victim for 15 years, and will be required to register as a sex offender, the article said.

The mission statement of GOAL, which was established in 1982 as a resource and "fraternal organization" for GLBT police, says that "since its inception, [GOAL] has advocated for the rights of its members and has assisted them on matters of discrimination, harassment, and disparate treatment in the workplace."

The mission statement adds, "The Gay Officers Action League provides an arena where members can feel free to discuss their needs and concerns in a comfortable atmosphere without fear of job related reprisals.

"It provides a safe environment for a group of people who have been, and continue to be, victims of harassment and discrimination in the workplace.

"GOAL also serves as a bridge between the law enforcement community and The LGBT Community at large."

GOAL, the mission statement says, is "the first organization of its type in the world," and adds that the organization is "instrumental in attempting to change homophobic attitudes in the workplace and in the community at large."
