Texas police arrested and charged an HIV-positive music teacher with sexual assault of a child last week, after authorities say he was caught sneaking out of the home of a 15-year-old boy.

Stocks Decline Amid Interest Rate Worries

Average US 30-Year Mortgage Rate at 4.12 Percent
